How to Avail Loan from DTI Lending Program | 3P Program

The Department of Trade and Industry (DTI) pitching out a micro financing program for small entrepreneurs, aimed at helping eradicate poverty and promote business and employment among Filipinos all throughout the country, it is called the “3P” or the Pondo sa Pagbabago at Pag- asenso Program.

The primary beneficiaries of this program are the micro-enterprises and entrepreneurs that do not have easy access to credit or accessing credit at a very high interest cost. These include market vendors, agri-businessmen and members of cooperatives, industry associations and co-operators.



This program is seen as an answer to President Duterte’s directive to replace the 5-6 money lending system and provide affordable financing for the country’s, micro, small and medium enterprises ( MSMEs). The fund of the program will be lent out in the business centers among the poorest provinces which based on the poverty incidence, where the participating micro-finance institutions (MFIs) and the Small Business Corporation (SB Corp.) manages. The initiative and mandate of President Duterte is to support those who do not have much and if they fail to be employed, putting up a small business is another option for help.

According to DTI Undersecretary Zenaida Mahglaya, mircro entreprenuers like sari-sari store owners, wet market vendors and the like can borrow from the amount of 5,000-100,000 pesos for their business. Only 2.5% interest rate compared to the 5% of the usual 5-6 lending schemes.

DTI has released P4.72 million for the loan application of 135 micro businesses in three pilot areas of the program which include Occidental Mindoro, Tacloban and Sarangani province.

How to avail?

If you want to avail this privilege here are the following simple steps how to apply the “3P” or the Pondo sa Pagbabago at Pag- asenso Program of the DTI.

- Bring valid I.D. and any proof of your micro business
- Fill out application form
- Short interview for necessary information

There will be no collateral and approved applications can get their loans within a day.

Interested applicants may simply go to the seven accredited cooperatives and finance institutions listed below:

-Cebuana Lhuillier Finance Corporation
-Radiowealth Finance Company, Inc. (RFC)
-Center for Agriculture and Rural Development, Inc. (CARD)
-Taytay sa Kauswagan, Inc. (TSKI)
-Tulay sa Pag-unlad, Inc. (TSPI)
-Mindanao Alliance of Self-help Societies, Inc. (MASS-SPEC)
-National Confederation of Cooperatives, Inc. (NATCCO)

The program have already available in the poorest of the provinces and anytime soon will be eventually open nationwide before the year ends.
